What is the difference between at a tangent vascular and divergent articular disease?

What is the difference between at a tangent vascular and divergent articular disease?
One is veins, one is arteries. Blood go in through one, arteries, and out though the other. Hope this help!
I think PVD is a cardiovascular condition, it deal with hypertension, thrombosis and adjectives the vascular diseases. PAD are articular/joint conditions of the arms and legs such as arthritis, bursitis, etc.
